2.3 million and counting

America either ranks pretty high or is a well-known world-leader in a variety of areas – some good, others bad – ranging from the number of computers, internet users, Nobel Prize winners and university students to energy consumption and weapons sales. But now there is a new category, shameful or rightfully constitutional (it just depends on who you ask), that has ascended this country to undisputed world champion.

According to a study by the non-partisan Pew Research Center, the US is the number one incarcerator in the world, with currently more than 2.3 million people behind bars. This means that more than one out of every 100 US adults is in jail or prison.

According to the The Washington Post, far-more-populous China is a distant second and the decades-long growth in prison population can be linked to stricter state and federal sentencing guidelines enforced since the mid-1980s.

More alarming than any of the above, which the report rightfully cites, is the devastating and overwhelming amount of Black and Hispanic males that make up the majority of the prison population. Using Justice Department figures from 2006, the report states that one in 36 Hispanic adults is behind bars, one in 15 black adults in behind bars and one in nine Black men between the ages of 20 and 34 is behind bars.

As if these figures are not revolting enough, they merely tell part of the story because you have to take into consideration the high-percentage of Blacks and Hispanics placed on death row once they land in the prison system. The death penalty, the most brutal aspect of institutionalized violence and discrimination in America today, is a clear sign that the legal system is unjust and unequal. Blacks make up only 12.3% of the population, but account for 41% of executions. Hispanics make up 12.5 % of the population and account for 27.9% of executions. Contrary to those figures, Whites make up 75% of the population and are executed a much lower rate of 30%.

In 1967, after uprising and riots swept though America, President Lyndon Johnson created the Kerner Commission which warned that the nation was heading toward two societies “one black, one white – separate and unequal.” Ironically, just this week the Eisenhower Foundation, a private urban-policy institute, released its report concluding that little progress has been made in key areas of poverty, racial justice, education and crime among African Americans. Alan Curtis, President of the Eisenhower foundation told the USA Today, “Forty years later, overall, we give America a D in meeting the goals,” referring to the commission.

There is no doubt that some progress has been achieved in America to combat the forces of racial and economic injustices since the 1960s. However, until the people of this nation hold the government and the justice system more accountable, we will continue to live in a nation deprived from having universal opportunity and a just democracy.

    (b) The Secretary of Labor may, by rule or regulation, exempt certain classes of contracts, subcontracts, or purchase orders (1) whenever work is to be or has been performed outside the United States and no recruitment of workers within the limits of the United States is involved; (2) for standard commercial supplies or raw materials; (3) involving less than specified amounts of money or specified numbers of workers; or (4) to the extent that they involve subcontracts below a specified tier.
